shaban1er
I don't know how long i had this problem for since so far i only notice it happens in the city when im at the top of a sky scraper looking down at certain angles like in the pictures you see. When i look around, sometimes it goes away, sometime it goes berserk. Also, when zooming in without a scope, almost all of the flickering disappears but still noticeable and irritating. So that tells me the FOV setting (mine is 110, 70 zoom) has some sort of effect on this. But i wouldn't blame it on that since changing the settings wouldn't fix much and would be a very bad trade off to have a narrow view. If i were to guess what it can be, i think its the occlusion culling settings in fallout isn't properly adjusted to different FOV values and maybe the graphics card not getting along with it? or maybe there's a fix for this problem and i didn't thoroughly search for it. Funny thing is i turned off SLI, and i notice that the flickering effect disappeared, but the image would duplicate itself like you see in the pictures. If you don't notice, compare both pictureshttp://i88.photobucket.com/albums/k176/Shaban_02/enb2016_9_24_02_38_11.png~originalhttp://i88.photobucket.com/albums/k176/Shaban_02/enb2016_9_24_02_38_27.png~original
JimmyRJump
If using a mod that allows to scrap stuff which isn't supposed to be scrapped in vanilla (Spring Cleaning, Scrap Everything and the likes) or when using markfordelete to get rid of unscrappable objects, you'll indeed experience LOD-flicker thanks to pre-culling as the game tries to render object that are no longer present in the game. Only remedy I know of is thanks to FortuneQuacker's No More Disappearing Act mod. Doesn't work in all areas though, but worth a shot.

Turning scrap mods on or off won't change much once you've scrapped items that can't be scrapped in vanilla. The flickering (if and when it is indeed caused by pre-culling) comes from the game trying to visualise items which have been deleted from the game either through using scrap mods or using console commands. The layers that should contain items that are no longer available become like holes in the decorum through which you can see the other layers of the game when looking from certain angles. On the other hand, people have reported that, once a scrap mod has been uninstalled, the stuff they had scrapped returns to the game, screwing up certain builds in settlements. A lot of the time, those items cannot be scrapped again.
