nosisab
make sure the line bEnableFileSelection=1 exist under the "[Launcher]" section at the SkyrimPrefs.ini that is at \Documents\My Games\Skyrim folder, if not copy it there, this will make the Data Files in the launcher accessible so you can activate/deactivate mods. If the game was installed in the default C:\Program Files(x86) it can be a permission issue or folder ghosting issue, try running as The Administrator... if everything else fail, verify if the file Plugins.txt you find deeply hidden under \Users\YourUserid\AppData\Local\Skyrim has the entries for those mods. Beware the AppData folder is hidden so you may need to enable the option to see hidden folders at the Explorer's options (enjoy the opportunity and make sure to tick out the "Hide extensions for known file types" Edited December 11, 2011 by nosisab

I went into plugins.txt and the only thing there was Skyrim.esm but it wouldn't let me edit it, it deleted anything I wrote in there as soon as I closed it (I did save it as well)

MShoap13
He's stating that there are two sets of the .ini config files. One set is located in the \Skyrim\ folder of your installation directory. Contrary to what he's saying these actually don't do anything. The set you want to be altering is at \My Documents\(User Name)\My Games\Skyrim\ as stated previously. Make sure you're adding that line under the only [Launcher] section of SkyrimPrefs.ini found at that location. Otherwise it may not work. However, this doesn't solve your issue this only allows you to get into the Data Files section of the Launcher to begin with. Browse to the \Skyrim\ folder found at \My Documents\(User Name)\Local Settings\Application Data\ on XP or \Users\(User Name)\AppData\Local\ on Vista/7 and be sure that it is writable by going into it's properties and deselecting the "read only" tick mark. If it asks to apply that setting to all the files underneath it choose yes. Alternatively you could just get NMM and forget about the Data Files section of the Skyrim Launcher as it's sure to be broken just like Oblivion,FO3, and FONV. It does wonky things like resorting your plugins to load up by date as soon as you even open it etc. that can cause all kinds of issues in the future. Hence, it's recommended to use a 3rd party utility like NMM and never open the Data Files section of the Launcher again. Keep in mind that NMM is still an Open beta, though for the most part it's functioning correctly for most people.
nosisab
can you please copy and paste here the party of your SkyrimPrefs.ini including a bit before and after the "[Launcher]" section? Edit to comment on previous post: Actually the "template" ini files under the install folder structure should never be edited, they are there just to be a template for actual ini files and if messed the game becomes unable to recreate working ini files.
