Still having a problem with Oblivion -> Imperial Roads

I have following problem with Nexus Mod Mananger 0.63.3:
I can download the mod files but if i want activate them it doens't work. There are no datas in plugins and no green checkmark...
Any help?

I'm not having any success manually downloading files... the IE downloader popup thing shows asking me to Open or Save. I choose Save, but the file name is super weird:

 

"Downloads?Downlaod&nid=110&fid=1000212306"

 

and going forward with the Save or renaming to normal file form does not work.

 

Need help!
