Actually, I think you have to make a reference in Appearance.2DA to footstepsounds.2da (in the column footsteptype in appearance.2da, put the line number [from 0 to 11 in the original footstepsounds.2da] from where to get the name of the .wav file to play.

I was able to change the footstep sfx of the ogre model but still wasn't able to get any walk sounds for the minotaur model. So, I'm guessing there is more to it than the appearance 2da as to why the model has no walk sounds. On the bright side, I was able to confirm that it is the footstep type column, in the appearance 2da.
