It's sort of due to roombounds. I've seen that when previs got disabled (revealing Bethesda's horribly done roombounds). It isn't directly roombounds or previs that is the problem, it's that the roombounds (now revealed) are keeping outer walls from rendering, letting you see into the "void". When I look near the holes, I get that exact sort of "ghosting" shown in those pictures.

 

You have two good solutions:

1) Fix up the roombounds/portals for the cell

2) Generate new previs/precombined mesh data for the cell that will suppress the shitty roombounds (you need new precombined mesh data to keep your edits from re-triggering the workaround that disabled the previs in the first place)
