Some things are just broken and others break for seemingly unrelated things. Do a wiki search for skyrim bug fixes and advance the quest. Be very careful as it often has other issues that may come up due to this. Save the game prior to advancing it just in case.

"HDT Psysics Extensions" mod [or something related to it] crashes the game inside Fort Neugrad. After I turned it off, I could go through the dungeon without problem.

I really thought that was te issue but even after disabling it I still get the crash wether I fast travel or walk to fort neugras to "report back to ralof" any other solutions please ?

CTD in the same place is usually a bad mesh/texture added by a mod. Look through your mod list at mods that might change things around Fort Neugrad. This may be the looks of the fort, the armor of the Stormcloaks (or Ralof in particular), or local flora or fauna. One of these sorts of things is probably your issue. You, however, are the expert on your load order. No one knows the mods in it as well as you do.
