VRAM issue lock at 4 gb

Considering that the Special Edition is a 64-bit game it should not be limited to only 4GB of VRAM. The original Skyrim was limited due to it being a 32-bit engine, and also a Windows bug that was never fixed in relation to DX9 titles. The Special Edition uses DX11 as far as I'm aware, it should considering it uses the Godrays effect, so again it shouldn't be limited at all. What are your system specs?

Your GPU only has 4GB of VRAM. Even when using an SLI profile, the VRAM does not stack together. In some DX12 titles I think it does, but not with a DX11 game. Anything exceeding 4GB of VRAM will begin to strain your GPU, and potentially cause lag or stutters as it tries to reallocate the memory being taken up by the game onto your much slower system memory (RAM). I also recommend disabling SLI when playing this game, if it is anything like Bethesda's previous titles there is no real benefit in using SLI as it does not scale properly, nor does it like SLI. Hopefully this information helps.

Yeah I got the "4gb" 970 as well, which really only had 3.5, which is why there was a class action lawsuit. I was (or will be awarded) a few bucks towards restitution.
