Why Skyrim has to be modded

The problem I have with stock Skyrim is that it is just an action game with rpg-light elements to it. The perk trees are just so bland and simple, you just blindly pick anything you wanted and it really wouldn't make a bit of difference to the play through. Thankfully we have mods to alleviate this and other issues.

I also don't like the game world leveling with you and using a mod to do-level the world doesn't work either because the games world and quest system doesn't work for it.

I would hope that they go back to a more Morrowind approach for Elder Scrolls 6, though I really doubt it will happen.

The world doesn't really level with you, you still can't dp stuff at level one like the dlcs for example. It all up the actors. For example, bandits are leveled, but trolls, vampires needs higher level etc.

Fallout 4 has a system a bit like it, near the start area is easy, but if you went downward, everything is higher level than you and you can easily find a level 60 Raider chef with high end gear. The only creatures that scale are limited.

They do level, but only after a set level then stop. Let say 1-5 >10-20 with bosses 10-30. something like that. There is also a script that if you were higher in level with better gear, they run away from you.
