LE Vampiric Drain buff

Vampiric Drain in its current state is extremely underpowered and costs far too much magicka. I'd very much appreciate it if someone could make a mod that changed it to absorb 5/10/15/20 HP AND stamina per second, and allowed it to benefit from the novice destruction perk to reduce its magicka cost.

 

This would still not be overpowered, yet would make the spell actually useful and give players who don't use illusion or sneak a reason to play a vampire. Hopefully someone will consider making this, thanks for reading.
