It certainly was assured to be included:

 

Construction Set in "The Elder Scrolls V: Skyrim"

Game director Todd Howard stated that there will be a construction set in "The Elder Scrolls V: Skyrim". Although not many details were given about its release, Howard said that his team is doing everything possible for it to be released at the same time as the game, but as a separate download (it was not released). As to how the construction set will work, Todd said that it will be similar to the Oblivion construction set, but with better tools so that modders can make better mods. He also said that the construction set was a very powerful tool and that he couldn't wait to see what the community will do with The Elder Scrolls V: Skyrim. The Construction Set will be a PC exclusive set to come out sometime between November 27, 2011 to December 3, 2011.

I wouldn't even bother with TES games without the modding capabilities.

 

It's so nice to know I'm not the only one who would not play these games without modding. Vanilla TeS games are like watching A Dungeon Siege Tale: IN the name of the king, and having a controller attached to the monitor -pretending- you're being challenged and in control of the story ;-)

Ugh, not owned. Unless you take a single sentance out of context, the final conclusion of both primary sources is "we're trying".

 

Well, they tried. They failed, but thats all part of the game.

 

As it is, Skyrim is an ok game. its got glitches, sure. Its not what is could have been if game developers would cut the consoles loose, no. But its an alright game. Probably worth 45-50$. Its somewhat lacking in story, but has a lot of things for you to do, wheas most games of its type lately have been lacking both in story, AND things to do.

 

What makes TES games GREAT is the Construction Sets. Without them, their alright, certianly not worth the usual release price of a game (Few games are worth 60-70$ anyway) but still a decently solid game worthy of 30-40 hours of fun. The Construction Sets are what change that 30-40 hours into 300+ hours, but that doesn't mean that they are the ONLY redeeming part of the game. If you thought that, why would you even bothr getting Skyrim in the first place? Its not like the Construction set is going to expand your options. If its the Construction set you want, why would you even consider paying $60 for a game to get a program you already had?

I'm sorry.. I'm confused.. I was pretty sure that is the entire point of the creation kit... to "expand your options" of gameplay. Can you please explain?

Wow, i really worded that poorly didn't i?

 

Lets try again. Some people are saying that the Construction Set is the only thing that makes TES games worth playing. If that were the case, why buy Skyrim, or even Oblivion, since we've had the CS since Morrowind? Way pay $60 for something you already have, when its already been shown you can do some fantastic things with the old system. The claim that the CS is the ONLY reason to buy the game is flawed in that the CS already exists elsewhere. If its your only interest, there no reason to even move from one version to another when they all do basicly the same thing.

Very true, Lachdonin. The vanilla games are at least useful as a giant clump of resources and premade code to expand upon, whether people acknowledge it or not. If they truly thought that Skyrim had absolutely no value on its own, they would stay with Oblivion's Construction Set.

Eventual access to the CS is the only reason why I bought Skyrim. If I couldn't modify this game with the CS, I would have NEVER gotten it for PC, and most likely wouldn't have gotten the game at all due to the lack of multiplayer. I expected the CS to be released in a timely fashion, and I held off buying Skyrim until more than a month after the release due to the CS not being there yet, but I expected to be able to at least start making models to put into the game.

 

To say that " The claim that the CS is the ONLY reason to buy the game is flawed in that the CS already exists elsewhere" is... disingenuous at best, because there is no fully functional CS for -SKYRIM- available to the masses yet. And no, trying to assert that just because you can make cool stuff in the previous installments of Elder Scrolls that you shouldn't get the new versions holds absolutely no water. Morrowind has a much weaker framework on which to build that Oblivion, and MUCH weaker than Skyrim, speaking of the game engine/graphical features etc.
