Smithing - is something not right?

Okay, so I have 91 smithing, the heavy perks up through daedric, and a fortify smithing bonus of +44% from my smithing outfit, for an effective smithing skill of 131. Shouldn't everything I create (within my applicable perks) be legendary? When I go to upgrade items, I'm not getting the tier I'm expecting. For example:

Dawnbreaker (ebony) only upgrades to flawless

Blades Armor (steel) only upgrades to flawless

Other ebony and steel items upgrade to legendary as I would expect. Am I missing something here?

Thanks!

They likely don't fall into the category of your perks (or any Smithing perk). I've noticed that some items that cannot be crafted (like Blades armor) either fall under a specific perk, or none at all. The table that shows the skill needed for upgrading non-perked items can be found here. You need 168 Smithing to make them Legendary.

Do you gave levels on smithing but do you have perks there too?

I mean you open the ability to craft that specific grade material with the level but still need perks to be able to improve armors and enchanted weapons. Check the smithing tree for perks you may not have.

No problem.

Just a friendly word of warning, achieving the armor cap may ruin your game. Which is roughly 576 armor rating (80%) physical damage reduction. Ultimately nothing can hurt you, even on Master, with the exception of Magic, Poisons.

I long since stopped looking at Armor Ratings. I play with the Armor I like visually most and/or fits my character best and smith it with normal game methods to its maximum (dont care if its only "flawless") and rather enjoy the game. I like not being able to withstand everything, makes the game a lot more exciting.
