Can in game text be edited without the Creation Kit?

Text in the game is held in the STRINGS files, and referenced via refID, due to the localized language features in the new engine. . However, most of the mods to stuff that has localized text calls (for names, descriptions, etc) gets broken because the tools like TESSnip and Skyedit can't properly handle this new addition to the record set. I'm pretty confident that once the toolset is released, those homebrew tools will also get the new bits all straight and working properly, but until then it's best to wait for the toolset.
