trouble maintaining Frames in Boston

Hey guys so I have reinstalled F4 3x currently, and am on the verge of ditching it for something else. I really want to play it, since with the mods that are out, I have everything I wanted and more to play with and this is what I wanted it for originally. The base game is a perfect blueprint for modders to add everything that isnt there. good by bethesda I think, just make a basic game, and let modders do the work. Besides we all complain about what is and isnt in there so its better if the community does it IMO.

ANYWAY

install #1. Loaded up 150 mods, ran into concord and the game turned into a laggy slo mo unplayable thing. Promptly deleted F4 folder and pasted files from a backup. Start again.

Install #2. Played around with a few mods, tweaked a couple of settings but was still getting lag like the game was slowing down when looking in a certain direction. deleted folder again, reinstall.

Install #3. I loaded up (http://www.nexusmods.com/fallout4/mods/3511/?) to test my frames, before starting a new game. Perfect save since its on top of the tallest tower, so if I can maintain 60 there, everywhere else shouldnt be a problem. Steady freaking 30-35 with a drop below 30 depending which pixel the crosshair was on. same in other parts of the city when looking down streets and especially in the area where you encounter swan.

So I start playing with recommended ini tweaks, using old guides to tweak nvinspector, which contains stuff that isnt even there anymore :( and so forth. I have scoured google for help and nothing works. Even the urban fps area fix doesnt help. You name it I have probably tried it, short of playing with hardware and so forth. I am lost and I dont really want to spend a couple of years saving up 2-3k for a new pc.

Thing is my system has F4 on an SSD, I have 16gb ram with cas7, 4790 cpu with 970 SLI. This should not be happening considering I had little to no issues with a single 970 when F4 first came out. I am sure there is something i am missing, but I dont know what, and I dont know where to look. Please help me guys. I know F4 is a fickle game because of the old engine and the problems that plague it. but there has to be something to get stable frames.

I'm on my second playthrough, the first time I played it at 4K on a 28 inch 4K monitor using an R9 390 card and it played pretty well. The only really bad moment was when I had to go into Diamond City jail, where it dropped to 3 seconds per frame. I managed to exit the game, reloaded and it was ok. Then I loaded the Steam FPS counter and saw that the frame rate was dropping quite low (25 fps), so I dropped it down to 2560 x 1440, it still looked great and the frame rate was up to 35 min and 60 max. I've now changed my gpu to a Gigabyte 1070. I kept it at 2560 x 1440 and the frame rate starts at 60 and drops to 56 occasionally, although when I went into Arcjet it dropped to about 3 seconds per frame again.

Even with a fresh SSD, you'll still get inconsistent fps, the game is simply poorly optimized by Bethesda.

Don't know what mods your using, but you can't use certain mods (especially 4k retextures) and not expect it to have an impact on your fps. Try reducing your screen resolution, lowering shadow settings, use this mod to reduce the impact God-Rays have on performance whilst still maintaining quality, and lower your other settings from ultra to high. Also, if you've added a line to your .ini that makes shadow transitions smoother, remove it... It looks great, but can reduce your fps by 15-20 fps.

If you post your load order, someone may be able to advise you further on ways to claw back some performance if mods you use are affecting it.

-edit- You didn't mention if you use L.O.O.T. or not. You should.

the first time running with mods, I used LOOT but NMM changed the load order automatically. well from what I saw but I could have been mistaken.

I dont use 4k retex at al except for pipboy and power armour. Even then its meh for me. I like eye candy, but in no way am i a screen archer. I just want solid 60 fps.

My screen res is at 19x10 and with 970 SLI it should be fine. Like so many others have said the game is s*** optimisation.

In regards to ini edit, is that the 0.0025 and 0.005f change? I though that was in regards to time of day? Only setting I play with shadows is shadow boost by alexander blade. I wasnt aware of a shadow transition setting in the ini?

Also no mods running on 3rd install, which is why I havent written a list. I can provide an SS of my download history with dates if that helps?

EDIT

Thank you for responding, I may just save up for a new pc. Im starting to have issues with my SLI setup so maybe the cards are on their way out, IDK. Have had them OCed for about a year now
