Is Ulfric Stormcloak a Villian?

What kind of person bombs a city full of children, the elderly and other people who are not involved in the war? - Some even supported the stormcloaks before the war in Whiterun. Besides Whiterun, he wanted to repeat the same atrocity with Solitude.

Yes, the Empire also attacks Windhelm to try to capture Ulfric, but you do not see children running around in a bombing in the city, which is virtually isolated from civilians during the war. The Greybeards are quite clear the shout should never be used for personal gain, only in the worship and honour of the gods. Whilst Ulfric challenged the Solitude Jarl to combat (the Stormcloaks say it was a fair challenge by Nordic custom), he used the unfair advantage of the Shout against him, against the Greybeards' beliefs. Ulfric is Xenophobic and tolerates racist attitudes in Windhelm.

From what I remember, the Greybeards have their own specific way of using the Thu'um, which is the Way of the Voice. This is not the only way to use the voice, and I believe Tiber Septim himself decided to ignore their teachings about how to use the voice, and went off to do what he did.

Ulfric may be xenophobic, but the ES universe is grey much like our own. There are biases and prejudices, from race to race and nation to nation. Ulfric was actually quite generous in allowing the Dark Elves into the city when he was under no obligation to do so, and with the knowledge that most people of the city wouldn't approve of his decision. Further, the Grey Quarter was much like any other part of the city, the DE's just turned it into a ghetto. As far as Argonians not being allowed into the city, I believe it was admitted by either a Dark Elf or Argonian that because of the racial tension between the two, they would tear each other apart. Khajiit are rarely let into any city, for their reputation of being troublemakers, well-earned or not that's how it is.

Can't say I'm enough of a lore buff to have heard about the city bombing part, but if lore interests you, the subreddit /r/teslore can probably answer any of your questions if it hasn't already been asked!

If Ulfric was a person in real life in the same situation he would have my respect but he wouldn't have my support but I wouldn't call him a villain if he doesn't have evil intentions.

Ulfric wants to "Make Skyrim great again" and wants to fight off the Thalmor which are good intentions but he's not rational enough to know that fighting off the empire would just weaken both armies making it easier for the Thalmor.

In Skyrim it seems clear that the Thalmor are the Villains and Ulfric and the empire are the same people with the same intentions who just have different methods are reaching that goal.

Ulfric is... complicated. And by that, I mean his past is complicated. I don't want to go into details since this is not the Spoilers sub-forum. There are several threads there that debate Ulfric's character and go into detail about his past that sheds some light on the reasons why he acts the way he does.

And, yes, I'm the creator of the dreaded "Join Empire or Stormcloaks?" thread. Please don't hate me. I had NO idea what sort of monster that would turn into. Having said that, there's a lot of discussion about Ulfric in that thread if you can wade through it. Lots of eye-opening material.
