Dukkah Posted January 13, 2012 Share Posted January 13, 2012 So I was trolling around Solitude with my Dunmer character (THE MOST POWERFUL MAGE IN SKYRIM :wub:) and I came across a tower labeled Thalmor Headquarters. Is this related to a quest and, if so, which one? I find the Thalmor to be the most interesting faction in the game, TBH (what's a good story without a good villain?), and am always looking to have more interaction with them. I was rather disappointed that our greatest interaction with them was that part in the main quest line that... shall remain unspoiled here. Go up it and, if I recall correctly, the Thalmor HQ should be right in front of you. It was strangely empty though. DLC perhaps? Link to comment Share on other sites More sharing options...

It's always empty during the day. It simply houses the embassy staff. Apart from Rising Threat, volumes I and II, I didn't find anything of interest there. If you choose a diplomatic solution, you can talk to General Tullius and all he says is that would cause a problem to the Thalmor. Obviously, you need to go to the embassy to request the release of the prisoner, that's quite obvious. But there's no one there. If you choose a diplomatic solution, you can talk to General Tullius and all he says is that would cause a problem to the Thalmor. Obviously, you need to go to the embassy to request the release of the prisoner, that's quite obvious. But there's no one there. The Thalmor guard at the prison just keeps saying you need an Imperial/Thalmor permission to get the prisoner released. I read, if you are imperial aligned, you can try to bluff your way through by wearing the imperial officer's uniform. The imperial decree to release him does exist in the game files. I have spawned it myself. the armor doesnt work for the same reason you cant get the decree, the quest is bugged.
