FO:NV crashed on startup. Reinstalled and now the game won't open.

The title, plus Steam gave me a neat little error message "an error occurred while updating fallout new vegas (content file locked gunrunnersarsenal....bsa). I've redownloaded the game four times now and also tried excluding the Gun Runner's Arsenal DLC. I honestly have no idea where to start. A list of mods maybe? I'm honestly spoiled by NMM as I have no idea of the inner workings of mods. I did use three mods that require me to paste .dll files into the game folder. FNV4GB, NVSE, and an ENB.

Any help is appreciated.

P.S.

Disabled, deactivated, and uninstalled ALL mods in NMM as well as multiple clean re-installations of the game. I'm lost.

Wow great response time. Holy s#*!, thank you. I'll definitely use those, but would the NVAC mod allow me to boot the game given this issue? When playing vanilla I was able to load and play no problem. Wouldn't I have to fix the issue for NVAC to do anything?

See the "Solutions to Starting the game problems" section of the "Fallout NV Mod Conflict Troubleshooting" guide.

Also, from that error message I suspect you have the game installed to the default Steam location of the "C:\Program Files" folder tree. This causes many "strange" problems not otherwise explainable. As painful as it may sound, read the wiki article Installing Games on Windows Vista+ and move at least FNV. That article has a link to the official Steam Procedure (a good indication that they now recognize the need to correct this). This should be the first solution you try. Otherwise you will spend a lot of time and effort trying other solutions, and still have to move the game files in the end anyway.
