Dark0ne
I'm going to overrule the download restriction as, after purchasing the game, I think the system has worked.User says they're a pirateUser gets bannedUser sends in an unban request that doesn't contain any proof of purchaseUser is contacted asking for proof of purchaseUser purchases the game because we've asked for proof of purchaseUser provides proof of purchaseUser is unbannedTo me, that shows the system has worked and we've just successful converted a pirate into a legitimate user. If you punish them with a 2 week download ban after all this then all they'll do is make another account and/or feel like buying the game wasn't worth it.
