While proof of Steam purchase was provided for the unban appeal, pirating Fallout 3 to begin with goes against our rules. As such, a two week download restriction is issued.

I'm going to overrule the download restriction as, after purchasing the game, I think the system has worked.

• User says they're a pirate
• User gets banned
• User sends in an unban request that doesn't contain any proof of purchase
• User is contacted asking for proof of purchase
• User purchases the game because we've asked for proof of purchase
• User provides proof of purchase
• User is unbanned

To me, that shows the system has worked and we've just successful converted a pirate into a legitimate user. If you punish them with a 2 week download ban after all this then all they'll do is make another account and/or feel like buying the game wasn't worth it.
