There is no animation in the game that's even remotely suitable for muzzle-loader. Closest you could get, I suppose would be a single-shot 19'th century breech-loader. In fact it would make more sense for tribals to manufacture and use low-tech weapons like that, than to have enough ammo in malls to supply 200 years of shooting SMGs and assault rifles at each other.
