The only site that consoles are allowed to get mods from is Bethesda.net, which is the official site Bethesda made to support modding with the console platforms in mind. Just go to the main menu of your game and access the Mods menu. From that screen you can link your Bethesda.net account. I think you can also create an account on that screen, if not then just go to their website and create an account. It's the only way to get mods on consoles.
