If killing the first dragon does not trigger it (the only thing I've done in the game in the main questline), there's literally no reason for the Thalmor to hate me. I mean, I'm a high ranking Imperial officer at the point where they attack me - people they have to at least pretend are allies. And I have not killed a single Thalmor anything. (Since I tend not to use roads, I haven't even encountered one of their roving groups.) After all the detailed work in the rest of the game, and how side quests can sometimes affect other things in very cool ways, I'm rather disappointed in this. To be clear, this is a very rare occurrence. Out of the countless hours of playing Skyrim, this is the first time this has happened to me. Since I usually try not to leave witnesses to anything, I just looked it up, assuming there was something small that might have triggered it. But nope.
