[LE] Question about Nifscan/Nif Optimizer

I have been watching videos on how to convert skyrim mods to SE. I have permission from a couple of people right now to convert their mods for my personal use only not to distribute. I'm new to the process of converting these mods but I have found videos that go through the process and I've converted a couple of very small mods already. I want to try bigger more complicated mods, The problem is I can't seem to get the files required. For example Nif Optimizer, In these videos it shows them actually unpack the tool(s) after downloading and it gives them 2 files. One is the actual aplication, the SEE Nif Optimizer.exe file. But they also get another file which is SEE texture converter.bat. But again I'm not getting this batch file.

Same goes for NIFscan. I get the .exe but I do not get the batch file, which, at least from what is show in these videos is what I actually click on to convert these textures/meshes not the .exe.

Can someone explain why when I download and unpack these tools I do not get the .bat files that goes with the .exe?

EDIT: and just to be clear I am downloading these tools straight form Nexus.

Thank you. I couldn't get the command prompt to open in the folder up one but in that same folder when I typed nifscan into the prompt it said it was running and checked 933 files. If it converted anything I can't tell what. If anyone feels like taking some time to help me I'd like a mini tutorial of how this works. It would be greatly appreciated. My folder has these folders in it right now from a mod.

lodsettings

meshes

music

scripts

seq

sound

textures

nifscan.exe

see nif optimizer.exe

What exactly do I need to do to convert the textures/meshes. In the video I was watching it only took like 10 seconds for both but then he had batch files that did the work. I don't have those. Just command prompt.

If any kind sole dose intend to help you can go to the 2:20 mark in this video and that's what I'm trying to do here just with a different mod. https://www.youtube.com/watch?v=dWuutiKz3ws
