How do I change the stats of in-game items?

My advice is loading the mod's esp (case it is from a mod) into an utility like SkyEdit and change the stats there, save and this should reflect in the ingame armor. If it is vanilla armor, the change will affect all of the kind.

Until the CK is out that is the easiest way to do so.

 

I understand you already improved it by blacksmith skill ... actually Skyrim is built so that after improvements almost any armor will be at the cap and will not make any difference wearing a low grade or high grade item.

For the ingame way, there is a certain...exploit?trick? whatever you want to call it. This is mainly for extreme upgrading though.

 

This method is best used with skill level 100 in smithing, alchemy and enchantment.

 

1)Create an 'Alchemy suit' via enchant. An alchemy suit is simply a set of any clothes that are enchanted to boost the alchemy skill.

2)Equip the alchemy suit and create an enchantment enhancing potion.

3)With your enchantment now enchance, improve the enchantments on the Alchemy Suit

4)Repeat Steps 2 and 3 until you feel that your alchemy skill is high enough.

5)Create a smithing enhancement potion

6)Drink the potion, and upgrade your barbarian armor to insane levels.

 

Another simpler and less time consuming method would be what nosisbab said, which is to go into SkyEditor and change the values in there. Just load the Skyrim.esm, look in the 'Armor' section for barbarian armour, double click it, and then edit the armor rating. Oh and just for clarification, in SkyEditor, Armor rating of 1000 is 10 ingame, armor rating of 1500 is 15 ingame and so on.
