Slowdown and choppiness, even in menus and title screen

I've had this game for over a year on this computer and it's been running fine, but now, out of nowhere, it is running in like choppy slow-motion. My CPU is a 3.4 GHz intel Xeon, 16 GB of ram, and I have a GTX 1080, so I doubt it's hardware related. Also, using Windows 10.

The weirdest part is that it isn't so much an FPS loss (in Chorrol, Imperial City, and wilderness, it still shows at least 20 FPS), but smoothness as a whole. It is almost like someone is fast forwarding on a DVR; you can see the motions actors and objects are trying to make, but they are skipping frames in their animations; the mouse doesn't move fluidly, it jerks around; even menu screens take a lot longer to load; firing an arrow or spell takes forever, the lightning bolt will stay on screen for like 5 seconds after I "fire".

I followed the steps on the ini guide for performance and I don't have anything funky happening there.

I already had Oblivion Stutter Remover but I double-checked it's settings, and those should be working.

I downloaded a borderless windowed mod (one tweak) and Whisper Feet MAX, and those helped, but the game is still choppy and unplayable.

To me, the weirdest part is that it even happens on the menus and title logos; All the threads I've seen are about just "FPS loss," but this is a gamewide issue from the moment it launches.

Any advice? I have my mods list down below, but I hadn't loaded any new mods before this started happening. Thank you so much!

For what it's worth, I cleaned up dirty mods in TES4Edit, created a new bashed patch with what could be merged, and made sure it wasn't the "a-bomb" glitch. No improvement.

Start by sorting your load order with BOSS.

 

In my own slightly larger load order Enhanced Weather is number 09 sorted with BOSS for example. BOSS will also fix your missing master (noted at 22 in your load order ... you're lucky, as usually missing master = CTD at save load).

 

Best way to run BOSS is from within the Wrye Bash interface (lower left button bar after you've installed it).

I'm not sure how my plug-ins got so out of whack, but you were right; BOSS sorted it right out and now it works awesome again :)
