I have completed at least 3 bandit clean outs for Raerek and each time I get my reward, he has no available dialogue unless i go outside and come back in, and then he only gives me another bounty notice to kill some bandits somewhere, never to buy the house. E.g. help a certain number of locals (not steward) and/or Progress the main plot to a certain point to get the Whiterun one.Progress the civil war to a certain point to get the Windhelm one.Complete the skooma quest to get the Riften one or replace the Jarl.Complete Potema quest to get the Solitude one. I have not finished the conspiracy quest because wiki said it woulld inhibit other town quests. Completed all except going back to the temple of talos and confronting the guards. Pretty confused? I am staying nuetral in the war atm. To purchase the home, the player must first complete the quest to return the Jarl of Markarth's father's shield. The player must be level 20 to receive this quest. Upon completion he will permit you to purchase the house from Raerek for 8,000 gold. After completing The Forsworn Conspiracy and No One Escapes Cidhna Mine you may not be able to buy this house because there will be no dialogue option to do something for the Jarl of Markarth. If you had completed those two quests before you were level 20, there is a way to buy the house. During main quest (quest Season Unending), General Tullius and Ulfric Stormcloak fight about exchanging some territories including Markarth. If the Stormcloaks take the Reach eventually, Thongvar Silver-Blood becomes the Jarl of Markarth and he will offer you becoming a Thane and the possibility of buying a house in Markarth. There is a way to completing these two quests and get the house that is :- in the quest No One Escapes Cidhna Mine in the firt time you talk with Madanach theres an dialogue option about revenge, chose that and Madanach attacks you. You can kill Madanach at any time and escape on your own. If you want a fair fight, you can tell him you plan to kill him; otherwise, just attack him. Attacking him will make some of the other prisoners hostile, but as long as they are out of range, they will not rush in to join the fight. Search Madanach's body for a key and a note, then unlock the gate and exit the prison. At the end of the escape path Thonar Silver-Blood will be waiting , then he thanks you and will return your equipment and give you the Silver-Blood Family Ring.
