And you're still crashing? Apart from an uninstall and reinstall you can't get more of a fresh slate than that. I'd suggest reinstalling (maybe uninstalling first) the re-distributables (Steam\SteamApps\common\XCOM 2\_CommonRedist) but I'm struggling here, it sounds like the game is fundamentally broken for you. Not 100% if this will help, it's written for Morrowind but the principle's valid for any game with mods: binary search.
