Weird Effect on NPC's Necks

Hi,

 

I have recently noticed that Female Characters/NPCs all have a weird fuzzy appearance around their necks, Thinking it was a mod I have tried running Skyrim SE without Mods (fairly easy as I am using MO2, I just need to run Skyrim directly instead of through MO2), but I get the same effect.

Does anyone else have this and if so any ideas if it can be removed?

After a lot of testing and playing around found the solution, my issues were from 2 different items

 

1. My ENB was causing part of the Problem, changing the ENB solved most of the issue (I think the ENB was fine but with my setup/mods it was showing more details than I wanted around the neck), I am now using Rudy and loving it.

2. I had vSync turned of in the ENB Settings (This also was causing a line to appear across the screen and slowly move up every few minutes).
