Absolutely no copyrighted work is to be used without permission of the original creator. This includes content from other games, from DLCs, music creators or from other file authors. This also includes members from countries that do not recognise copyright laws.

 

I doubt you asked Valve for permission to use their content.

Are you serious? It's just a mod. I don't see any banned Witcher mods or any other games that is for Skyrim...

Witcher devs allow porting their content - they've openly stated that.

 

Either get permission to use the content or forget about uploading the mod, it'll just get removed again if you can't prove you have permission.

You do realize that Team Fortress 2 is a free-to-play game right? Meaning that the stuff from it can be used for modding and used if not for commercial or profit using, in which my addon is free to share for personal use.

 

Also, like they would know, won't bother them. Will you permit me to upload it again?

That only says that anyone using the SFM has a license to use Valve's assets in the movies they make in SFM. Not for anything else. (And since it originally was made for the sole purpose of making videos set in the TF2 world, it makes sense. Would be hard to make a video in the TF2 world without a license to use assets from TF2.)

Free-to-play does not mean that you have the right to use assets from it as you please, it simply means that you are allowed to play the game for free (technically that you do not have to pay any money for a license to play the game). If the assets are released under for example a CC license, then it would be a completely different story.

 

Valve in general are a bit more lenient when using their assets for another Valve/Source game, but have been pretty harsh in the past on people using their assets for non-Valve/Source games.
