So If I wanted to tweak someone elses mod or change/add functionality, what is okay to do without asking permission first?

In some cases I have noticed they were last on two days ago but their messenger box is full and they dont respond to comments on their mod pages.

Or in other cases they havnt been on in months.

Whether they have returned to it or not the mod is still theirs in it's entirety. You can remod it all that you want. What you cannot do is upload your version to the Nexus without their permission.

Soo,

I need to ask permission to release a patch to stop conflicts between our mods?

As long as it requires their plugin as a master, I'm pretty sure you're fine. If you want to replace their plugin with a version that has been made compatible, that would require permission. As would reuploading any assets (textures, meshes, etc...) they had made (which is why so many preset mods require other mods rather than including the parts they need from those mods).

I only ask this because I am getting alot of conflicting information on discussion pages in mods and from asking permission to use mods via the messaging system.

From if you so much as make an esp with one override entry to their mod I need permission all the way to you dont need anyone's permission unless you alter assets (meshes/textures/sounds/animations) but does not include scripts. Also that referencing assets or overriding entries never needs permissions.

I am getting chewed out for asking permission when they dont consider it necessary.

The problem you are experiencing has a simple cause: few mod authors completely agree on what modifications require permission. As a perfect example I'd be very angry if someone took scripts from my mods and used them for their own purposes without asking permission. Edited by Reneer
