If you have 2 million loyal subjects at your disposal, why bother with a computer in between? All that a gaming computer does is store content created by humans, and then deliver it to you. Poorly. Captured terrorists can be used as mooks to spice the game with blood and gore. Should terrorists run out, invade another country to piss people off and create more. These days PC performance is limited almost entirely by software; a $20,000 PC and a $2,000 one are indistinguishable in terms of performance. And if you think my proposal to invade countries on whim to create more terrorists was serious... The only way you could use tons of money to squeeze more performance out of existing desktop software is to have a lawyer bribe people who have access to engineering samples of yet unreleased hardware to get it to you.
