Modifying FPS

IDK actually. Mod I want to try calls for FPS not to exceed 60 fps. I want to be able to adjust that, however, I don't actually know where to look in order to discern current FPS.

Unless you have one of those fancy G-Sync or 120hz monitors (which I assume you don't), having V-Sync turned on should automatically limit the FPS to 60. And AFAIK Skyrim does not include an option to turn it off unless you actually open Skyrim.ini and manually do it there, so you should have it working already.

If you download and use ENBoost, it will improve game performance and there is a fps adjustment option in the menu. It might take a little learning to install and use, but once you use it for awhile you will thank yourself for the trouble. :happy:
