You go to the folder where you installed Fallout to(e.g. C:\Program Files\Bethesda Softworks\Fallout 3\) Once there you will see a folder called "Data" This is where you will be putting your mods. Mods come as "meshes" and/or "textures" folders, and/or .esp and .bsa files(script stuff varies) If you download a mod in the formats like .rar, .zip, and/or .7z, you need to use a extraction program such as Zipeg, Winzip, Winrar, etc. to get the files. You should place the .esp, .bsa, meshes folder, sounds folder, etc. in the data folder. Once you've done that you can activate them using the Nexus Mod Manager, the Fallout 3 Launcher, or any other mod manager.
