The official DLC can be deactivated if you remove the .nam files from your data folder. I bought them from Steam and they are deactivated because they are not in my game. First I would try to verify your game through steam to see if your missing any files. It's possible that the crash is corrupting or removing something. I don't know for sure. If the DLC's .esm and related .BSA's are in your data folder after the crash you can use FOMM, NMM or the launcher to activate them like any other mod's. I have all DLC but, I only use one of the curriers stash at any given time. The .nam files force the DLC's to auto load and, are not needed if you want to fully be able to customize your game.
