Moving Mouse Freezes Game + No Keyboard Inputs Registering

I have an issue that makes the game unplayable where if I move the mouse while Fallout 4 is running, Fallout 4 will freeze until I stop moving the mouse. As well as this, the game is not registering any keyboard inputs. This is meaning I can't even get into the starting menu when the game asks to press any button.

Plugging in a PS4 controller and using that does not cause any freezing issues, and I can get into the menu, but I cannot scroll up and down the menu whatsoever, not with the joysticks or the arrow buttons.

 

This happens when ANY mod is installed. When mods are not installed, the issue is non-existent. But really, I'd rather have mods. I'm sort of addicted to mods after Skyrim.

Update: Happening in vanilla Fallout now.

 

It is possible I am missing something, but I can't for the life of me figure out how to fix this. I've searched on Google at least a dozen times and I haven't found anything on the issue.

 

And just in case it's necessary, I'm running on a HP Notebook with AMD Radeon R5 graphics, with Windows 10 Home edition. Just ask if you need any more info, it's not that often I do this kind of stuff.

Seems to me like that notebook has just enough graphical power and/or RAM to run the game vanilla. If I were you, I'd try to add mods (preferably non graphically enhancing ones) one at a time and see what gives.

 

Also, check the ENBoost mod, which allows to allocate System RAM and make it work as V-RAM (Video RAM) depending on how much system RAM is available...

Seems to me like that notebook has just enough graphical power and/or RAM to run the game vanilla. If I were you, I'd try to add mods (preferably non graphically enhancing ones) one at a time and see what gives.

 

Also, check the ENBoost mod, which allows to allocate System RAM and make it work as V-RAM (Video RAM) depending on how much system RAM is available...

Update: The game started doing the mouse freeze without mods, in vanilla Fallout. After one uninstall and re-install, still happened, and after one manual delete of all files and re-install, still does it. The game just flat-out crashes with EnBoost. As for RAM, if it's useful, I have 6.95 GB usable out of 8 GB system RAM.

 

This is really messing with my brain. I could run Skyrim with all DLC, with over 30 mods, absolutely fine on a device that has the exact same specs as this laptop (the only key difference between the old laptop and this one is that the screen is two inches bigger and it's three years newer...)

 

This is just not working out for me... :psyduck:

If the new laptop's screen has a higher resolution (the latter has in fact nothing to do with screen size, but usually, bigger screens have larger resolutions) then try playing the game in a lower resolution. The higher a resolution, the more pixels need to be rendered. The more pixels that need to be rendered, the more RAM is used and the harder your GPU and even CPU will have to work, sometimes to the point where your PC can no longer load the game because lacking in graphical power and/or insufficient RAM.

This first happened to me when nexus asked me to change a read-only file, if anyone could at least look into what the file was that it changed I would be very grateful. It is not, as far as I can tell, a graphics problem. But more of a corrupted file problem. I too would like some help with this problem.
