I don't understand this... If I install the initial ENBoost v0.283 my textures are all fine and I can use +27k vram.

The low-res textures start to happen in "wrapped" versions starting from 291 and if you decide to use those for sweet fxs then you have to lower your vram below 4k. This is just plain stupid wasting all that ram. Plus it doesn't even work for me.The only way I can get my textures back is to use 283 and that version is so dark for me and I can't even find the brightness nor contrast settings...

Somebody's gotta teach me how to really use this ENB thing.

Same here, just upgraded to a RTX 5070 Ti with 16Gb of VRAM and a Ryzen 7 7900X a month ago..

I had to set my value to 15907, but it's at 15100 something. Should I set it to 15000 or 16000?

Maybe a screenshot would be helpful, but I assume you mean that the game sometimes does not switch from low-res lod to high-res nearby textures. That can have a lot of reasons. Beginning with texture mods that rise the payload of the game, lacking computer power (not in your case), and and and. You could try to play without any enb and set everything to low in the Fallout 4 launcher. And see what happens. Afterwards rise the values step by step. Especially the distance settings should be set to minimum at first. Disable motion blur. When this helps and you have satisfactory results you could use enb again. I, personally, use version .420, because all later ones brought parallax support and not every texture in Fallout 4 is made for this. And I don't enable or change the memory settings. In case your game hase some kind of overall blur you could play with "lumasharpen".

As a last step you could open your Fallout4prefs.ini and set  "iTexMipMapSkip=" to "-1". The next value you could try is "bDoDepthOfField=" and set it to "0". These values are not persistent and you would have to change it every time you use the Fallout 4 launcher.
