Terrible Performance due to unknown reason

EDIT: I solved it, but feel like an idiot because I was just running on power saving mode. Anyways, if you're having similar trouble, perhaps you can get some help from the responses below!

So I've been playing a character for a while now, and I've been getting relatively decent fps (between 30-45 usually). Whether this was good for my rig I do not know, but it was playable and enjoyable until now. The game has crawled to about 20 fps in most places, never going above 30 and sometimes dropping as low as 15.

Here is some system info:

MSI Dominator Pro

OS: Windows 10

Processor: Intel® Core i7-6700HQ CPU @ 2.60GHz

Card: Nvidia GTX1070

I have been troubleshooting and here are my attempted fixes:

Disabling all mods (brought it up to about 40 but is not an option)

Disabling all visual mods (adds about 9 fps in some places, but everywhere else has no effect)

Changing Nvidia Control Panel settings so Monitor Technology is set to Fixed Refresh

Changing iVsync to =1 in skyrimprefs.ini

changing iShadowmaps to =2048 in skyrimprefs.ini

using DoubleYou (Vuud?)'s BethINI program to optimize ini settings

Updating Nvidia Drivers and optimizing TESVSE in GeForce Experience

lowering game settings using the launcher via Steam

disabling the Footprints mod using console commands

lowering resolution (noticeable increase in fps but looked terrible)

Trying a new Character

Loading an old save

Sorting load order using LOOT

moving old saves to a different location

I know it's possible for saves to become bloated but mine have stayed the same size (around 10GB) the whole time playing with this character.

Most of these have had no effect. I'm wondering if this is a very specific problem or unrelated to the game. I thought someone might be able to help because something is definitely wrong.

Thank you!

Hi

Nice laptop specs.

Laptop specs do not equal desktop specs.

For example my desktop i7 6700k runs at 4ghz stock. Yours runs at 2.6. The two are not comparable.

Your processors ISP is about the same as a Ryzen 5 1600 & that puts it in the good category but not great for modding this game.

ISP is what governs the FPS drops. For example my i7 6700k rig drops in to the 40s & I see them on the counter but I don't feel them(no pause). My i7 2600k CPU drops into the 30s & I do feel some of them.

Cutting down on mods that add meshes can help. Basically meshes add up. It is better to get your "pretty" with textures.

All the mods that stress your CPU will not hurt your save if you remove them.

SMIM-SE-Merged-All.esp
Footprints.esp
Skyrim Flora Overhaul.esp
Verdant - A Skyrim Grass Plugin SSE Version.esp

These mods compete with your NPC mods for CPU resources but removing the NPC mods may trash your save.

It is easy to test. Switch them off and see what happens.

Unlike your CPU your GPU is not far behind the desktop veriant. This makes it great for 1080 resolution but not so good for 1440 resolution when using ENB.

I recommend using Reshade only. Use a Reshade that you can adjust on the fly. I use Nyclix's ENB-Reshade. If you can run in the 60s, add ENB & then you will run in the 50s. That is what I do.

My save games are about 12mbs. In the old game some of my saves are 30mbs & I have no issues with them.

...()...If you can run in the 60s...()...

You can't "run in the 60s" unless you tinker with the prefs ini file and that will normally make the game go bonkers with all sorts of objects flying about because the game's engine has a 60 fps limit built-in.

Thanks for the recommendation, I tested this out and this is what I got:

All mods+Enb= 22 fps in Whiterun, 16 in tundra

SMIM, FO, and Verdant removed with ENB= 22 fps in Whiterun, 22 in tundra

SMIM, FO, Verdant, and ENB removed = 22 fps in whiterun, 22 in tundra

SMIM, FO, Verdant, and ENB removed with Nyclix's ReShade = 28 fps in Whiterun, 30 in tundra

So there is a benefit to removing those mods and using the reshade instead, but it does not bring it close to where it was running earlier with the full mod setup and enb, where I was getting up to 50 and never below 30. Thank you for the suggestion, though. It did give me some insight.

Try going vanilla.

Save your inis to another location & delete the ones in Documents\My Games\Skyrim Special Edition. Let the game make new ones.

Go to AppData\Local\Skyrim Special Edition & copy the plugins.txt to another location. This is your load list & mods recognised by the game. After saving, delete the original(WARNING if you lose this file you lose your game) .

Open the start menu & close it. The game will have made new inis & plugins.txt

Copy & paste only The Unofficial Patch & Alternate Start to the new plugins.txt file. So you can start in Whiterun & skip the intro. I have never had an issue with either one.

Make a new character save & test with Skyrim Performance Monitor or any utility that can give you CPU & GPU % & temps. Also i/o & vram usage.

After getting some base numbers, copy select mods with the * from your original game plugins.txt to your new plugins.txt & test.

This is the fastest way I know to test mods.

Add game changing mods first. I have never had armour, follower or weapons mods add constant frame rate lose, only slight pauses. Leave them last.

After testing copy your original ini files & plugins.txt back. If you discovered any issues while testing make the permanent changes with your mod manager.

If you remove any mods you may have to start a new character save since mods like Ordinator can trash your save if you try to remove them.

I have had performance loss a few times. Not all from mods. Here is a list.

Drivers. If I get a performance loss after installing video drivers I roll them back. I have had to roll them back several times with my GTX 1080. I have never had to with my GTX 1080 ti. It loves this game.

Heat. Even with a light layer of dust on the CPU cooler I get heat throttling. This only happens with Skyrim/SE & Fallout 4. Anytime I get a performance loss I get out the air can first.

The grass mods might be taxing your CPU, but that only explains a poor frame rate, not the frame decay you're experiencing. Do you get better fps when starting a new game? What size are your save files? Do you experience similar decay without SKSE64 mods?

So I feel like an idiot now, because I realized that I was running on battery economy mode. After switching back I got a solid 60 with all mods enabled. Thank you for the advice, though. I hope other people can get something from it
