There is the general game AI and whether an action is appropriate and then there is combat. When the Radiant AI came out it was an advancement but I think people conflate a general game AI with a combat AI. You find more fleshed out combat AI's in FPS games because it basically all just shoot mechanics. Plus we have much more real world thinking on how that would work to rely on , in fantasy RPG there is hand to hand , range and then spells to factor in and there has not been much thinking put forth in games to completely flesh that out as it depends on so many elements that can change , especially when it comes to spells. Thats why your seeing in fantasy games developers staying away from funky type effect spells as much as they can and leave it to direct dmg type spells , you come up with any AI combat system in fantasy RPG and then start throwing in polymorph , possession , time warp spell effects and it can really mess up your combat AI.
