Crashing in Dragonsreach, and other places.

I've just finished the peace council with the Greybeards, and all of a sudden I'm having issues loading into interior cells, so far, it has crashed in Dragonsreach in Whiterun and Honeyside in Riften. I've had little trouble with other areas, such as Lakeview Manor. I will list my current load order here.
*EDIT*

I've now gone through my entire load order, uninstalled everything, installed all available updates, removed all mods that wouldn't directly interfere with my current save, reinstalled everything remaining, checked for patches, and reorganized my load order using LOOT, and it still crashes for no reason, in odd places, like out in fields and on loading screens. Do you have SKSE64? It's a prerequisite for some of the mods you have.

Move Unofficial Skyrim Special Edition patch up to just below Dragonborn. Having it lower than any of the mods can sometimes cause issues. (Why? I don't know. Just a lot of people here have reported it does so in both Oldrim and SE.)

 

Also, what GPU do you have? If it has less than 3GB of VRAM, you might be running into memory issues.

To answer your questions, here's all the relevant data:
Yes, I am running SKSE64, the most recent version to my knowledge. I have no idea how to manually reorganize my load order, which is why I use LOOT. As for the last, I don't think it is memory problems, because I built my system to compensate for the stress of gaming, when I built it. It plays just fine with only minor occasional stutters, and I've been able to run Fallout 3/NV/4, Skyrim SE, Dead Rising 3, Slime Rancher, Subnautica, and Prey with minimal difficulty. I even run both Steam and Skyrim as administrator, run frequent driver updates, and defragment and realign my hard drive multiple times a week.
Processor: Intel i5 3.40GHz
RAM: 32.0 GB
GPU: Nvidia GeForce GTX 750, but I can't remember how much VRAM. I just got off work and I am tired, which is why I'm rambling.

Let me point out, I got all the way to this particular point in this particular quest with no problems, but this is the second save file I've had this EXACT problem with. Last time I uninstalled Skyrim, all my mods, and started a new, 100% vanilla, game fresh. Once satisfied it didn't crash on me, I started another new game with mods, slowly adding on. The problems seem to start after completing Season Unending, no matter what I do before it.

Mod organizers allow you to manually change the load order. For example, in Nexus Mod Manger, click on the "Plug-Ins" tab, click a mod, then simply click the up or down button to manually adjust the load order. Most mod organizers also allow you to simply mouse-drag the mod to the desired location.

 

Your RAM is more than enough.

 

If my memory serves (no pun intended) a basic 750 has only 1 GB of VRAM, while some second-party cards (and the ti version) are 2 GB. Either way, I still suspect you are running into memory issues. If you have access to another GPU (friend's or family member's) and you know it has 3 GB or better of VRAM, ask them to borrow it for a few minutes. Put it in your rig and see if the issues persist. If not, you need a beefier GPU with a minimum of 3 GB. 4 GB would be better.
