As you can see on the picture link below, when i have HDR turned on the 3D view is just a blue fog(I'm right outside the imperial sewer where you start). With HDR turned off everything is perfectly normal. Can somebody Help me? Although I don't have the 9x series From nvidia I read in their official forums complaints about HDR giving troubles like yours. This seems to occurs even with the 177 series patches. And is not related with Oblivion only. Until fix or workaround I advise you using Bloom and AA, the result is better in Oblivion anyway (seems there is how to force HDR and AA in the 8x series and later, but I can't help in this).
