Advantages of FCOM over OOO?

Installing FCOM and MMM, OOO, Warcry, and Frans together seems to be a herculean task with plenty of opportunities for stuffing up your game.

OOO sounds like the most 'extensive' of those four mods and I'm wondering what you get out of FCOM that I would miss if I only installed OOO.

I'm primarily interested in changing NPC's to not level up with me (don't want all the bandits to have daedric weapons) and fixing the way if you finish quest 'too early' you get stuck with the low level reward, and fixing the levelling system so you don't have to micromanage your skills in order to get the best attribute distribution on levelup (I think KCAS fixes that and is compatible with OOO right?)

Does OOO do a pretty good job of addressing those? What cool things might I miss out on by not going the whole shebang with FCOM?

FCOM isn't a mod in itself. It's more like a large patcher for several mods (mainly the principal overhauls) and is it what does the herculean part of the job. There is no objective way to measure what overhaul is the better, to someone is OOO yet another one like Frans. If nothing changed since I last saw the descriptions OOO is focused in turning the game more difficult to play and Frans tend to turn it somewhat easier. Just don't think then as simply pushing the sliders, both are complex in what they do.

For the intents you stated in the question I suggest you using OOO and KAS-AF first. these two integrates very well and does what you want. Later, maybe, you introduce the MMM, Fran's and the others mods as you wish, but is where FCOM enters the scene minimizing the incompatibilities and becomes a requisite.

Isn't OOO prevents the NPC leveling, what it does is a fine tuning in the "how this is done" and caps some, like bandits at some point, normally at level 20. Yet OOO can be tweaked at incredible levels, turning the game in the range of easy to almost impossible to survive.

Edit: Understanding the large documentation of OOO, it's broad capacity of "personalization" is something I never saw commented here. I think most just installs and plays the default... this is just fine, though.

Incorporating Frans, Martigens, WarCry, Loths Blunt Weapons, Bobs Armory, Slofs Robe Trader, etc. within FCOM does not change much of the gameplay from playing just OOO. What it does is add a ton of Weapons, Armor, Clothes and diverse creatures to the game. FCOM use most of the 'gameplay' aspects from OOO and patches the other mods to be used together. If you have the patience to download and install FCOM, I would suggest it. It adds so much to the game. You can also use Quest Award Leveller with OOO and/or FCOM. You can offset the difficulty of OOO and FCOM by using MOD Weapons and Armor with high stats.
