Should I sell mods leftover from crafting?

You cannot build a particular robot part unless you get that part from an enemy drop—I think.

 

You can build any weapon or armor mod you want, so long as you have the skill and material—I think.

 

I have tons of mods in my workshop, because I'm not sure if I should sell them. Can I safely sell some or all?

Whenever I've modded a weapon/armor I always take the leftovers to Cleo or Arturo. Might not be much. But better than having it clutter up some container :)

And the robot mods?

I could be wrong, since I hardly use robots at all, but when building one a while back it seemed to me that (oddly enough) I could add a mod as long as I'd encountered/ picked up the particular mod previously since I was sure I didn't have an extra in the workbench. As in, it seemed to work just like a Skyrim enchantment. Again, though, I rarely use robots and might have been mistaken about not having an extra in the workbench. If that's the case though, you could sell all your robot mods willy-nilly.

If you have the scrapper perk you can also put them in the right kind of weapon or armor and scrap it for a decent chunk of materials. Screws, nuclear material, and stuff like that is usually worth more than the pittance merchants will pay for mods.
