Cant Manually download any Mod Files

Okay, I'm hoping that I found the right area for this question.

 

so... I am attempting to Manually Download Skyrim mods....and I get error 403 Forbidden. I have gone to permissions in settings area... I can't find where I change to where Manual Downloads are allowed.... A little help please...

Once you're logged-in, there shouldn't be any restrictions to download mods in any way possible. When getting an error 403 forbidden that's usually a DNS Server glitch. Should be temporary, unless you or someone else tinkered with your browser settings.
