Fallout 4 barely using CPU and not using GPU at all

I'm trying to play Fo4 with mid 20s fps but I just can't. I've tried changing the amount of VRAM the ini files can see, I've set the cpu priority to high, I've changed the power option to high, I've added

uInterior Cell Buffer=12
uExterior Cell Buffer=144
iNumHWThreads=8

To my Fallout.ini file, I've unparked my CPU, I've done a lot. I thought it was the mods that were getting me, but I kept thinking that it shouldn't with the kind of GPU and CPU I have. So I look in task manager and I see that 0.2-1% of my CPU is being utilized while a steady 0% of my GPU is being used. I've also noticed that the CPU is around 30% and the GPU is around 60% or some random numbers when the game first starts up, but then every time I'm actually in the game, my CPU and GPU usage is basically none. I've noticed that in kinda medium sized rooms in both loaded (you enter by the loading screen, like the Cambridge Police Station) and non loaded (they're in the outside world) areas, if they're a good size with not much stuff in them, I can get 60 fps, but as soon as I exit it's back to 20-30 fps. The graphical mods I'm using are:

  • Visible Galaxy 4k
  • Extreme Particles Overhaul
  • Ultra Interior Lighting
  • DEF UI

  • Fallout Texture Overhaul Power Armors UHD 4k
  • Vivid Fallout - Trees - 2k
  • True Grass
  • Commonwealth Conifers Redux

And my system specs are:

  • MSI GeForce GTX 1070 Ti DUKE
  • Intel i7 7700k @ 4.2 Ghz
  • 12GB RAM
  • 1920x1080p @ 60Hz

I have a few thoughts which may help.

1. CPU & GPU are fine (I'm running an AMD FX 8150 and an MSI Lightning 2 (Radeon 6970 3Gb) on low settings, video card is the reason there) and my game runs. Granted I'm running Windows 7 Ultimate Edition, but if you have Windows 10 that will work.

2. I would suggest at least 16Gb of RAM, but that 12 should work. I would suggest see how the game works without the mods on. If that improves things or the task manager history shows an increase in usage, then it's a mod issue.

3. Some of those mods may not be able to work together, I have seen issues with some of those mods, so do check the mod pages of your installed mods and make sure they can work together, or add the needed patches to get them to.

If you want the game to use more RAM, you'll need to use ENBoost, which fools the game into thinking that system RAM is V-RAM (Video RAM; the amount of memory the GPU has). Rule of thumb is System RAM plus V-RAM minus amount needed for the operating system, which is between 2.7 and 3GB. In your case that would be 12+8-3=17. That means you can fill-out 17GB in the enblocal.ini. I have it at 12288MB on a system with an i7-3770K, 16GB of system RAM and a Vega64 8GB HBM.

 

Secondly, you need to know that FO4 is very badly optimised because of a sloppy port to PC. Even folks with a 1080ti card are struggling to get above 35fps in certain areas.

 

You might try to get rid of those 4K textures and replace 'em with 2K. In most cases the difference is negligable in 1080p.
