AlacrityFitzhugh
Old topic, but I'm hitting it now too, after importing the Starlight Junktown blueprint (https://www.nexusmods.com/fallout4/mods/25518). If I jump back to a save from before I import this behemoth, and delete all the saves from that point forward, the problem goes away. The theory (in my case at least) is that the exit freeze has nothing to do with mods or load order, and has everything to do with having one or more ginormous settlements, ones that blow past the default settlement limits. So long as I stick to two large settlements and minimum build out the rest, no issues. :-)

RaderCad
I have the same problem. The issue may be the very large settlement imports. What I do, and it seems to work is: Step 1, save the game. Step 2, Exit to Fallout 4 main menu. Step 3, let fallout 4 run for awhile, check the disk access light it will be on for quite awhile. Step 4, when the light stops accessing the drive force the close with Task Manager. So far it has not corrupted any of my save files and seems to be the ONLY way to correct the problem.
