JimmyRJump
First off, you are using an outdated version of NMM. Get the latest version from GitHUB, where NMM is now developed and made available after Nexus stopped support for it in favour of Vortex. Read here about the how and why. Secondly, make sure the paths to where NMM stores the downloads is set up correctly. Open NMM, hit the cogwheels icon at the top of the NMM interface and choose the Fallout 4 tab in the Settings menu. See to it that the path in both top entries is correct. When downloading a mod manually, import it into NMM through the large, green plus sign top left of the NMM interface and navigating to where you stored the mod. Preferably and easiest is to transfer manual downloads to the NMM Mods folder for any particular game. Installing manually or through direct NMM download, don't forget you'll need to activate the mods in NMM before they will show up in the game. When using esl files, you'll need to close and restart NMM before the esl plug will show and the esl plug wil need to be manually ticked in NMM's Plugins tab to activate it.
