M48A5
Unfortunately you do not have the required equipment that will enable you to play the game properly. There are some work arounds that you can try, eg: multicore fix, dll change, etc. However some of these things will overtax your system and could result in a gpu or cpu meltdown. Fallout 3 places a high demand on the graphics processor, moreso than the cpu, and need a very strong gpu. These are not usually found in a laptop. bethjunkie
For the record, the Radeon HD 5650M is good enough to run the game on at least Medium depending on your resolution. You shouldn't need to use that dll file. Changing the line in your ini to limit the game to running on two cores should be enough.
