HeyYou
.ESP, and .ESM files count toward the limit, most of the CC content is going to be .esl files, and those do not count. (you have to enable showing file extensions to see what's what, by default, that's turned off in windows.
LucidLady
Ran into someone with a similar problem recently. I'm sorry to say I can't remember exactly what the solution for them was. I think it was something to do with their Steam. Try verifying your game files through steam. I believe Steam is messing fallout 4 up lately. Check to see if you've got Cloud saving enabled - if so, disable it. Also, how many mods are you using? Someone mentioned that you might have hit the plugin limit - but i'm pretty sure the game won't start at all if you hit the limit. It'll just CTD immediately. Please post your full Load Order (inside of spoiler tags, or as an attached text file). And note - you can very easily attach an ESL Flag to a regular ESP. It changes nothing, however the file will no longer count toward your 255 plugin limit. Not every ESP can have an ESL Flag attached, but it will save you alot of plugin slots. The ESL Flag can be attached to a mod at any time safely. You should always check and see if you can attach an ESL Flag to any new mods you install nowadays. Next, run your save through ReSaver. You don't have to actually clean the save, just tell us how many unattached and orphaned script instances it finds.
