Did you installed the monster addon? most comes from there. Anyway, even without it you were supposed to encounter several new monsters. They tend to appears at specific areas, so you wouldn't find Ice giants in the south, but almost everywhere have some of the new monsters. Pay attention to the FCOM load order, although this shouldn't avoid a batch of then coming out.

I installed everything, Load order was configured by fcomhelper. Bash Patch was done.

The most I've seen so far on my lvl 3 PC was (may or may not be from MMM)

Ice dwarves

variety of imps

zombies

skeletons

and thats about it

level 3 PC... you are lucky you don't saw then :), yet even at this level you can encounter some nasty ones. Beware gargoyles, they may appear nothing special but this thing can slay a whole batch of ogres because their high resistance to magicka and normal physical damage.

The only weapon, aside the overpowered ones, I know that give the low level PC a small chance surviving such encounters (aside good speed in the legs, ofcourse :) ) is the Afinity since it strikes directly in the health ignoring resistances and armor (don't counting with the kill) but I would suggest running like hell :D

same for silvans near Anvil... hmmm, they give a good quest too with worthy items. And you can even encounter some those nasty critters you seek in the way.
