Anyway, to the ones that knows what they are doing, like that screenshot issue as example, is advantageous changing it, assuming is something wished as default... But changes done in this file doesn't are used in game. This defaults file is meant to recover damaged Oblivion.ini in the C:\My Documents... as TGMage2 pointed with reason.
