Sorry for my English I believe you have to use an existing Oblivion skeleton in order to make it work properly. Someone correct me if that's not accurate please. I know you aren't trying to export the skeleton to it's own file, but I know that if you did, the niftools exporter would not be able to export biped. It will only recognise bones.
