Weird Stuff Happens with Patch to 1.2

I guess its not really mod troubleshooting, but maybe there is a mod that can help. So I noticed one day that there was this grey line that passed horizontally through everything. I disabled all mods to no avail. So I reinstalled it, and it worked great until I patched to 1.2. Anyone know how to fix this or even just Un-Patch it? I attached Screenshots of it, the last one is what happens if I go under it, and the road texture appears to be missing.

Seems you have a corrupted install from start. Keep in mind uninstalling Oblivion doesn't change what was already into the folder (mainly in the /data) nor what was in the C:\My Documents...\Games\Oblivion.

 

To be sure you need to perform a complete uninstall, from the setup placed in the DVD. Deleting afterward the Oblivion Folder and it's related in the C:\My Documents and only so, install it again (you can backup the /data and the saves, but there is no warranty they aren't corrupted.

Wouldn't the corruption be with the 1.2 patch since it only showed up when I updated?

If so would happens to everyone, what clearly isn't the case. If in doubt try downloading it again.
